Howard County Circuit Couthouse

Edgemoor Infrastructure and Real Estate turned to Interface for animation and construction logistics illustrations (4d) for their winning design/build bid for the Howard County Circuit Courthouse. The first public building delivered using a P3 DBFOM model outside of California.

The Circuit Courthouse is the largest capital project in Howard County history and was delivered on time and on budget by the Clark Construction led design-build delivery team. Our extensive experience working in all phases of development helped us assist the design, construction, and development teams during the preparation of the successful proposal. Developed as a Public Private Partnership (P3), a first of its kind for Howard County, MD, that involved engaging private partner Edgemoor-Star America Judicial Partners to design, build, finance, operate and maintain the new courthouse via a 32.5-year performance-based agreement. In the U.S., it is the first public building outside of California to be delivered using this model.
